Bug fix release of Tigase server - 2.9.3-b548

Big fix release of Tigase sever has been published.

After last major version release many people were to connecting to tigase.org service to try it out. Real users executing functions in non-standard way exposed a few bugs and allowed me to improve the code. Well, I test my server extensively but these are just automatic tests...

Thank you all who connected to the server, even those who broke it ;-).

List of changes in this release:

1. Major bug fix solving the problem with infinite loop in MessageRouter in rare cases.
2. Added proper feedback to news sender in ShortNewsPublisher task. It is also no longer distributing commands result to all subscribers.
3. Better handling/generating configuration for server instance with just one component + XEP-0114.
4. Fixed bug with server statistics implementation (XEP-0039) which prevented accessing them from remote server.
