It really depends on the deployment, most of social networks claim that their users have an average contact list of over 100 elements.

Whatever you feel appropriate. The total roster size is an interesting factor from the client development point of view. Per account is more interesting from the server point of view.
I work on the server so more interesting for me is per account, but I don't force... This is just for fun anyway.
